Rose Bay Seniors Housing

Project overview

We are seeking community input on a State Significant Development Application for seniors housing (the Proposal) at 32-42 Wilberforce Avenue and 41-55 Dover Road, Rose Bay (the Site). The Proposal is intended to be generally compliant with the relevant planning controls.

The Proposal is anticipated to include the following key components:

  • Site preparation works including demolition of existing buildings and excavation
  • Construction of an eight storey seniors housing development with rooftop space, comprising approximately 105 independent living units (ILUs) and 10 aged care rooms and associated facilities
  • Associated landscaping and servicing works.

Your feedback will help inform ongoing design development prior to lodgement of the planning application.

Construction management

A Construction and Traffic Management Plan will be prepared prior to construction to carefully manage adverse construction-related impacts including noise, traffic, and air quality. The proposal intends to minimise these impacts to the surrounding area.

A Transport Impact Assessment will be prepared to support the application, which will ensure a safe and efficient access arrangement from and to the site, aimed to minimise any adverse impacts on the surrounding area.

Heritage

To ensure the Proposal does not adversely impact the adjacent Rose Bay Public School, a Heritage Impact Assessment will be prepared as part of the application.

Building form

The building form and design will respond to the surrounding built form and character of the Wilberforce Avenue precinct and local area. The proposal seeks to harmonise high-density living in accordance with the NSW Government Housing SEPP and Apartment Design Guide. The architectural composition comprises a podium and two apartment buildings above. The two primary independent living unit buildings are separated by a central green terrace, ensuring generous solar access and landscape communal open space. The unit mix is heavily weighted toward three-bedroom configurations designed as 'new homes' with the benefit of a resort like lifestyle.

Seniors housing 

The Proposal complies with the NSW Government Housing SEPP Seniors Housing controls and is anticipated to include approximately 105 independent living units and 10 aged care rooms across the eight storey development. Future residents will have good access to a range of services and facilities both within Rose Bay Town Centre and via nearby bus services.

Lifestyle inclusions 

The Proposal intends to include nearly 4000m2 of communal space to foster social interaction and a sense of community among residents. This includes rooftop open space and integrated wellness faciliites such as a restaurant, wine bar and pub for residents and their guests, pool, pilates and gym facilities, a library, meeting rooms, and a beauty and hair salon.
