Project overview

We are seeking community input on a State Significant Development Application (SSD-103741459) for a residential development at 4-10 Torrens Street, 394A Princes Highway, Part of 392-394 Princes Highway, Blakehurst (the site).

The project involves the redevelopment of the subject site for a shop-top housing development comprising of a ground-floor retail/commercial premises, residential apartments above, and basement car parking. The project is expected to deliver approximately 110 residential dwellings, including 5% affordable housing. It will also involve demolition of all existing structures on the site, excavation and site preparation works, ground-level landscaping, public domain improvements, and communal open space areas at both ground level and the rooftop level.

The project is a concurrent rezoning proposal via the HDA SSDA pathway. It seeks to increase the applicable floor space ratio control from 1.5:1 to 2.5:1, together with an associated increase in the maximum building height control to 26m. The final building height proposed will be refined through further design development, having regard to the site context and the existing and future character of the locality, meaning that it may be above 26m.

Construction management

A Construction and Traffic Management Plan will be prepared prior to construction to carefully manage adverse construction-related impacts including noise, traffic, and air quality. The proposal intends to minimise these impacts to the surrounding area.

A Transport Impact Assessment will be prepared to support the application, which will ensure a safe and efficient access arrangement from and to the site, aimed to minimise any adverse impacts on the surrounding area.

Parking

On site parking for motor vehicles and bicycles is proposed to be located within the building in accordance with the planning controls with due design consideration applied to minimise its impacts.

Building form

The design will be carefully refined to respond to the surrounding built form, taking cues from the height and density of the commercial zoned land to the north-west and seeks modest uplift to expand delivery of housing.

Affordable housing

The proposal includes 5% of dwellings as affordable housing (as defined by rlevant planning laws), supporting more inclusive housing outcomes.

Access and location

The subject site is within an accessible area, being within 400 of a high frequency bus routes along Princes Highway and walkable to the Blakehurst E1 Commercial Centre.  More broadly, the site is within walking distance of local retail, and schools.
